City Council Votes to Expand Sidewalk Cafés Across Downtown

A New Chapter for Downtown Dining
In a unanimous vote Tuesday evening, the City Council approved an ambitious expansion of the city’s sidewalk café program, paving the way for up to 40 new outdoor dining permits across the downtown core.
“This isn’t just about dining — it’s about reclaiming our streets for people,” said Councilmember Maria Torres, the bill’s primary sponsor. “Every café that spills onto the sidewalk is a statement that our city values public space, community, and small business.”
What the Expansion Means
The new ordinance, effective immediately, streamlines the permitting process and reduces fees for small businesses:
- Permit fees cut by 60% for businesses with fewer than 50 employees
- Streamlined approval — applications now processed within 14 days
- Year-round operations allowed with heated patios and weather barriers
- Expanded sidewalk zones — cafés can now use up to 60% of the sidewalk width
Mixed Reactions from Residents
While restaurant owners celebrated the decision, some residents expressed concerns about noise and accessibility.
“We love the vibrancy, but we need to make sure sidewalks remain navigable for everyone — especially folks with wheelchairs or strollers,” said James Okonkwo, who lives above a popular brunch spot on Elm Street.
The Council has pledged to conduct a six-month review of accessibility impacts before any further expansion.
